Woman Killed in Budadiri After Ignored Abuse Reports

A woman killed in Budadiri after abuse reports went unheard is now at the center of national outrage. Susan Khalayi, a 34-year-old mother of two, was fatally assaulted by her partner, a local police officer, after multiple ignored pleas for help.

A Tragic End Ignored Until Too Late

Susan’s body was discovered on New Year’s Eve in her rented home in Budadiri Town Council, Sironko District, by neighbors who had heard her cries the night before. Despite their concerns, fear of retaliation kept them from intervening.

“She had visible injuries on her head and neck. The cries were loud, but no one could dare act,” a neighbor recounted.

The perpetrator, Okalayi James, was a police officer attached to the district’s security force—raising immediate concerns about institutional protection and abuse of power.

Ignored Warnings and Systemic Failure

Before her death, Susan had filed multiple abuse complaints with both the local police and village authorities. Despite this, no protective action was taken.

“She begged for help countless times. Everyone in the village knew, but they did nothing,” said a family friend.

Allegations of corruption and favoritism have emerged, with community members claiming that James’ position within the police force shielded him from accountability.

Domestic Violence and Abuse of Uniformed Power

Susan’s killing adds to a disturbing trend of abuse involving security officers in Uganda. Women’s rights groups warn that many women feel helpless when their abuser is a state official—even more so when previous reports are ignored.

“This wasn’t just domestic violence—it was institutional neglect and corruption,” said Esther Mukisa, Director of the Eastern Uganda Women’s Justice Network.

According to Uganda Bureau of Statistics, more than 50% of Ugandan women in relationships report experiencing abuse. However, few perpetrators in uniform are ever held accountable.

Police Response and Legal Action

The Uganda Police Force confirmed Susan’s death and arrested Officer Okalayi James, who is currently in custody pending investigation.

“We are treating this as a murder case. Investigations are ongoing,” said a brief police statement.

However, civil society groups are demanding more than just a trial—they want police reform, transparent disciplinary procedures, and an independent investigation.

Community Outrage and Call for Justice

On January 2, 2025, dozens of people held a candlelight vigil in Susan’s memory. The event was attended by activists, clergy, and concerned citizens, all calling for reforms to protect vulnerable women.

“Susan didn’t die in secret—she died in plain sight. The system failed her,” said one speaker at the vigil.

Their demands include:

  • Independent oversight of police behavior
  • Immediate protection for women who report abuse
  • Enforcement of Uganda’s Domestic Violence Act
  • Public awareness campaigns to reduce stigma
