Uganda opens Riyadh passport office to streamline passport services for its citizens residing in the Gulf region. The Ministry of Internal Affairs announced this initiative to address the logistical challenges faced by Ugandans in accessing passport services.
Enhancing Access for Gulf-Based Ugandans
The new passport office in Riyadh, Saudi Arabia, is set to commence operations in July 2025. This development aims to alleviate the difficulties Ugandans face when traveling to embassies in Dubai, Abu Dhabi, or returning to Uganda for passport services. Simon Mundeyi, the Ministry’s spokesperson, emphasized the government’s commitment to serving its citizens abroad.
“We care about our citizens. Many have been trekking long distances just to renew their passports. Starting July 2025, our new office in Riyadh will bring services closer to them,” Mundeyi stated.
The Riyadh office will be Uganda’s eighth diaspora passport center, joining existing ones in London, Washington DC, Ottawa, Copenhagen, Pretoria, Beijing, and Abu Dhabi.
Strategic Location Selection
Initially, Turkey was considered for the new office. However, due to the significant Ugandan population in Saudi Arabia, the decision was made to establish the office in Riyadh. This strategic move ensures that services are accessible to a larger number of Ugandans in the region.
Improving Domestic Service Delivery
In addition to international expansions, the Ministry is implementing structural changes to enhance service delivery within Uganda. Passport enrollment, including biometric data capture, will be conducted exclusively at the Ministry Headquarters. Once processed, passports will be collected from a new center in Kyambogo, Nakawa Division, Kampala.
“We now have two points of service: one for enrollment at the Ministry, and another for collection at Kyambogo. We want to decongest our headquarters and ensure faster, orderly service,” Mundeyi explained.
To further improve accessibility, the Ministry is acquiring mobile passport enrollment kits. These kits will facilitate biometric data capture for individuals unable to visit the Ministry, including hospitalized patients and Ugandans in remote areas abroad.
Addressing Fraudulent Activities
The Ministry has raised concerns about fraudulent activities targeting Ugandans seeking US visas and passports. A woman identified as Angela Bukenya, operating through AngieB Consultants in Washington, DC, is under investigation for allegedly defrauding Ugandans by promising US work permits in exchange for money and passports. The Ministry is collaborating with US authorities to address this issue.
