Kampala, – The Kampala Metropolitan Police has issued a stern warning to both civilians and law enforcement officers operating in civilian attire against forcefully impounding motorcycles and vehicles belonging to motorists and other road users. This caution comes after a series of complaints from motorists who fell victim to unauthorized impoundments by individuals in plain clothes.
In a statement issued by the Kampala Metropolitan Police Spokesperson, Patrick Onyango, it was emphasized that only police officers in uniform are authorized to carry out motorcycle operations. Traffic police officers, in particular, are designated to lead such operations with support from other uniformed police personnel. Any individual found performing traffic police duties in civilian attire will face arrest and prosecution in the courts of law.
“All motorcycle operations must be conducted exclusively by police officers in uniform. The operation should be led by Traffic Police officers in uniform. The operations should be led by Traffic police officers, with support from other uniformed police officers. No police, except Traffic police, is authorized to impound a motorcycle,” Onyango asserted.
The warning comes on the heels of numerous complaints lodged by motorists to the Commander of Kampala Metropolitan Police, SCP Stephen Tanui. Motorists expressed their frustration over incidents involving individuals in civilian attire frequently impounding motorcycles and vehicles without proper authority or identification.
To ensure the safety of motorcyclists and prevent further abuse of power, the Kampala Metropolitan Police has urged motorcyclists not to surrender their vehicles to anyone dressed in plain clothes. Instead, they are advised to promptly report any unauthorized impoundment attempts to the nearest police station. By doing so, law enforcement can swiftly respond to such incidents and take appropriate action against those involved.
“On behalf of the Kampala Metropolitan Police, I advise all motorcyclists not to surrender their motorcycles to individuals wearing civilian attire/plain clothes. In case of such attempts, they should promptly inform the police about the location of such unauthorized operations. All impounded motorcycles must be taken to designated Police Stations and not any other location,” Onyango reiterated.
The Kampala Metropolitan Police is committed to upholding the rule of law and ensuring the safety and security of all road users. Measures will be taken to hold accountable those who abuse their authority and engage in unauthorized impounding activities.
