KCCA Parish Development Model Drives Community Progress

KCCA councillors must play a key role in advancing the Parish Development Model (PDM), a government strategy aimed at ending poverty through grassroots efforts. This message was shared during a retreat in Entebbe from May 14 to 16. The event brought together KCCA’s political and technical teams to align on frameworks such as the PDM, National Development Plan IV, KCCA’s 2025–2030 Strategic Plan, and the Client Charter.

The Broader Vision of PDM
At the retreat, Robert Ssendegeya from the PDM Secretariat clarified that the KCCA Parish Development Model goes beyond funding. He described PDM as a full development model built on collaboration across financial inclusion, mindset change, governance, and service delivery. Therefore, he urged leaders to take responsibility for ensuring that every pillar works efficiently.

Funding Impact in Kampala Parishes
Between 2022 and 2024, Kampala’s 98 parishes distributed Shs 19.257 billion through the Parish Revolving Fund. This funding supported 19,257 individuals involved in small businesses and income-generating projects. Each parish received at least Shs 300 million to drive local economic growth through Savings and Credit Cooperative Organizations (SACCOs).

Leadership Calls for Accountability
KCCA Executive Director Hajjat Sharifah Buzeki praised councillors for their support. However, she encouraged them to strengthen oversight and track public funds carefully. She stressed that the PDM can only succeed if councillors actively monitor every project.

Similarly, Kampala Lord Mayor Erias Lukwago called on councillors to follow up on all parish-based initiatives. He emphasized high standards, accountability, and full engagement during planning, execution, and review phases.

The Need for Unified Efforts
KCCA Speaker Zahara Maala Luyirika emphasized unity and teamwork. She encouraged councillors to avoid internal conflict and instead align their actions with the city’s development goals. According to her, working together allows leaders to meet public expectations and improve services across Kampala.

Looking Ahead: 2025–2030 Strategic Plan
The retreat marked a major step forward as KCCA begins implementing its 2025–2030 Strategic Plan. The KCCA Parish Development Model will be central to this plan. Leaders believe the model can connect national policies to community-level needs, fostering inclusive growth across urban communities.
